Empire State Development Corporation (ESDC or ESD)

"ESDC does not publicly assess whether individual projects would have occurred without its involvement, or the overall impact of its programs on New York’s economic performance relative to the nation."   - pg 5

"ESDC is both an economic development agency and a financing vehicle for the State. Its debt outstanding totaled more than $10.7 billion for its fiscal year ended March 31, 2014, and increased 20 percent compared to 2013. Almost that entire total is State-supported debt, or borrowing conducted on behalf of the State. ESDC is one of the primary vehicles for such “backdoor borrowing,” which is conducted on behalf of the State with no requirement for voter approval."  pg 5

from page 8:

"Most public authority spending is not appropriated in the State Budget and, therefore, not captured by New York’s Statewide Financial System. This reliance on spending outside the State budget makes it difficult to track public authority expenditures in detail and assess whether authorities are operating efficiently and in the public’s interest. The off-budget nature of spending by public authorities can also undermine capital planning efforts, as it is difficult to assess whether the State’s critical infrastructure needs are being met."   page 22

ESDC programs and subsidiaries are listed in App A and B.

SUNY Poly Eases out of Development

SUNY Poly eases out of  economic development.

Should say?---FRMC and FSMC eases out of economic development. SUNY Poly is a public academic institution.  FRMC and FSMC are private entities that were set up for economic development.

7/16/13  SUNY Board of Trustees votes to split CNSE from SUNY Albany

"At Tuesday’s meeting, trustee Cary Staller offered a long dissent criticizing the quality of the report and noting that it left many unanswered questions about the future of both institutions. Staller said the board’s action constituted “rewarding bad behavior,” and suggested that the head of CNSE — currently Dr. Alain Kaloyeros, a favorite of legislative leaders and Gov. Andrew Cuomo — could end up holding greater power than other campus presidents."

Andrew Cuomo's economic development projects, including those run by SUNY Poly. SUNY Poly broke ground on the new factory in April."

Notes:  This statement is interesting.  There hasn't been any construction work on the ams project in months.  Maybe there is ongoing design work?  What is also interesting is that Dr. K is no longer working at this point, so others are doing the usual work of interacting with these companies and trying to get them to rent space in the Zen building.   Who are these "others"?

Kaloyeros Threat; Cuomo blames SUNY processes

Kaloyeros Threat

"Not long after the redecorating was reported Wednesday on the Times Union's Capitol Confidential blog, Kaloyeros — a flamboyant figure whose Ferrari sports a license plate reading "DR NANO" — posted a meme on Facebook that read, "Never kick me when I'm down, because when I get back up ... you're ____ed." (The meme contained the full expletive.)"

Cuomo Blames SUNY Processes

"When you say it was in my office — not to sound defensive, but this happened through the State University of New York, the SUNY system's purchasing and procurement process," he said. "I appoint people to the State University board, but it's not in my office, quote-unquote.

Sematech Merged w/ SUNY Poly (2015)

Sematech merges w/ SUNY Poly in 2015 (after Samsung and Intel left Sematech)

Ref:  http://www.bizjournals.com/albany/morning_call/2015/05/why-sematech-is-merging-with-the-suny-polytechnic.html

Ref: http://www.bizjournals.com/albany/news/2015/04/06/intel-samsung-leave-albany-semiconductor.html

"Sematech’s issues began showing up in March, when Intel confirmed it had exited from the R&D consortium. Subsequently, Samsung and TSMChave pulled out of Sematech, leaving GlobalFoundries as one of the few remaining members in the organization, according to multiple sources in the industry.
Then, in May of 2015, Sematech lost its status as a standalone chip consortium—it was unceremoniously folded into the State University of New York Polytechnic Institute (SUNY Poly), a high-tech university system in New York. Sematech still exists within SUNY Poly, but it is following a new and untested charter, sources said. Sematech and SUNY Poly declined to comment.
Intel, Samsung and TSMC are still part of the Global 450 Consortium (G450C), which is a 450mm effort under the auspices of SUNY Poly but separate from Sematech. G450C is still active, although 450mm technology has been put on hold indefinitely."

Quad C loss of partner denied

Excerpts from article  written on August 21, 2014:

"The $1.5 billion center, commonly known as the Quad-C, is set to open by the end of the year.....

Representatives from SUNY PI are denying a published report that a participant has dropped out of the Computer Chip Commercialization Center, and Global Foundries is being courted as a replacement....

The major partner in the public-private endeavor, Advanced Nanotechnology Solutions Inc., however, still is involved, Chief Operating Officer Edmundo Ruiz said....

Another partner, Nfrastructure, said it’s still involved as well....
Comment from a third participant, Valutek, could not be immediately obtained....
Gretzinger said Global Foundries already is involved with the Quad-C through another partner, the Sematech consortium of nanotechnology companies....
It’s hoped the facility will one day offer at least 1,500 jobs. Gretzinger said a second job fair should be announced soon. More than 1,500 people came to the first job fair, which took place in April. The second fair will be scheduled for a time outside regular business hours, so people who had difficulty leaving work for the first one will be better able to attend, he said."

Note: The 2nd job fair never materialized.  I'm not sure why a job fair was even held since it is now fall of 2016 and Quad-C jobs have not materialized; a little cruel to those job applicants that showed up that day.

Riverbend Project

Funds flow (485 million) after delay at Rivebend.

"Nancy G. Groenwegen, the counsel, said that it “remains unclear whether a thorough and independent analysis of the potential benefits and the long-term viability of the project” has been undertaken by Cuomo’s economic agency, Fort Schuyler Management, and SUNY Polytechnic. She said it also is not known “whether the project will achieve the significant number of jobs and other economic activity” officials have promised."

CNSE Dorms RFP

Schneiderman Probe w/ respect to SUNY CNSE Dorm Project.:

"The dorm project began with a March 2015 request for proposals issued by Fuller Road Management that asked that the dorms be located within a 10-minute walk of SUNY Poly's campus, and required that the developer be based in the Capital Region and have experience in dorm construction.
The requirements matched the abilities of Columbia Development, which spent about $3.5 million to quietly buy up property along Loughlin Street adjacent to the SUNY Poly campus.
Columbia is also the lead developer of the $190 million ZEN building on the campus.
SUNY Poly later said Columbia had won the bid and would likely build three dormitories and parking on land that included the Loughlin Street properties."

FSMC/FRMC to Merge?

Article that discusses merger of Fort Schuyler and Fuller Road Management Corporations.  Article was written August 10th, 2016.

There was no discussion of this at FSMC's first public meeting - see previous blog-.

"It was also noted the move will save SUNY Poly a considerable amount of money and would allow SUNY Poly to convert bonds that were used to build the school's new $192 million ZEN building to tax exempt status, which would reduce interest on the bonds by $800,000."  Note: ???????  (don't understand this)
